ABUJA – President Muhammadu Buhari, yesterday, dismissed insinuations of his plans to defer the formation of a cabinet, as he insisted that his ministerial nominees would be unveiled this month.
Speaking in Aburi, Ghana, the President also reassured Nigerians and the international community that the Boko Haram insurgency was being brought to its knees with the confinement of the insurgents to Sambisa Forest.
The President spoke at a joint press conference with his host, President John Dramani Mahama of Ghana, who also disclosed that both countries had worked out strategies to jointly stem corruption.
Responding to a question on his delayed formation of a federal cabinet, Buhari said: “After I was sworn in, I said I will have my cabinet in September. I expect that Nigerians should ask me questions after September 30 if I do not do so.”
The delay in the appointment of ministers had raised dust across Nigeria. Buhari’s 100 days after inauguration is the longest period since the advent of the Fourth Republic that a President has operated without a cabinet.
In the interim, the President has been receiving briefings on the state of the Ministries, Departments and Agencies, MDAs.
Answering a question on the security situation in the country, the President said that the Nigerian military, in close collaboration with the Multi-National Joint Task Force, has recorded remarkable progress in the fight against Boko Haram since he assumed office.
“The first thing I did after I came into office was to reorganize the military and clear orders were given to them in terms of retraining, re-equipping and redeployment of troops.
“In the North-East, the military is gaining ground and Boko Haram has been limited to the Sambisa forest.
“Internally Displaced Persons are gradually moving back home and they are being reintegrated into their respective communities,” President Buhari said.
The President also told newsmen that the declaration of assets as he did was a constitutional requirement for all public office holders in Nigeria. According to him, he has declared his assets four times since his first time as a military governor in 1975.
“I recall that in 1975 when late Murtala Muhammed became the Head of State, we were lined up — governors, ministers, and members of the Supreme Military Council. Officials of the Ministry of Justice were brought and every individual was made to declare his assets.
“All Heads of State, governors, ministers, permanent secretaries have to declare their assets because it is a constitutional requirement.
“I have declared my assets four times. When I was governor in 1975, I declared. After being Minister of Petroleum and as a member of Supreme Military Council, I declared. When I was Head of State and now as a President, I have also declared.”
Earlier, President Mahama said both leaders had fruitful discussions on how to enhance bilateral relations and improve regional security.
He also said that Nigeria and Ghana will soon begin the process of reviving their joint commission for cooperation.
The Ghanaian President added that both leaders also agreed to encourage closer cooperation between the intelligence and anti-graft agencies of both countries.
He thanked President Buhari for his visit and assured him of Ghana’s support and cooperation with Nigeria in the fight against terrorism.

Senate begins probe of Obasanjo, Yar Adua,others over power funds mismanagement

ABUJA—THE Senate will today begin an inquest into alleged mismanagement of funds appropriated to the power sector from the Olusegun Obasanjo civilian administration to date.

In a statement, yesterday, by the Clerk of Senate ad hoc Committee on Power, Cletus Ojabo, the power sector probe will be in the form of investigative hearing/interactive session, just as there was an indication that former ministers of power will also be in attendance.
According to Ojabo, the investigation would centre on funds appropriated for the power sector since 1999 and the unbundling of the Power Holding Company of Nigeria, PHCN, adding: “ It is expected that all those who played key roles in the power sector since 1999, including ministers and heads of government departments and parastatals, will appear before the panel.”
It will be recalled that Senate President, Bukola Saraki, had last month announced a 13-man ad hoc committee to carry out a holistic investigation into the management of funds appropriated to the power sector from the Olusegun Obasanjo civilian administration to date.
Senator Saraki had urged members of the committee to consider their reputation and integrity and come up with a report that would be acceptable to Nigerians. He lamented that a lot of money had been spent on the sector with no results, while Nigeria is still faced with the challenge of power supply.
The committee, which has Senator Abubakar Kyari, (APC Borno North) as chairman, was also saddled with the responsibility of looking into irregularities in the unbundling of the Power Holding Company of Nigeria, PHCN and to also probe how the Obasanjo, Umaru Yar‘Adua and Jonathan administrations managed funds allocated to the sector.
The committee was charged with the task of looking into the entire power value chain including generation, transmission and distribution with a view to identifying what the problems in the sector are.
Saraki, who noted at the inauguration of the committee three weeks ago, that the task before the panel is huge, had however, frowned at the continued absence of regular supply of electricity despite the country’s huge investments in the sector.
Kyari, in his remarks during the inauguration, detailed the nature of the investigation his committee is saddled with,saying, “ To have a close look at the entire power value chain (generation, transmission and distribution) calls for a review of our policies in order to obtain optimum performances across the board.
According to him, “the abysmal performance of the generation segment is no longer news in view of the current deteriorating power supply which hovers around 4,600MW for a population of over 170 million people, despite the huge resources committed into it.”

ACCRA- President Mohammadu Buhari on Monday in Aburi, Ghana, reiterated his promise of forming his cabinet by appointing Ministers before the end of September.
President Buhari gave the assurance at a joint press conference with his host, President John Dramani Mahama after bilateral talks at the Peduase Lodge.
Recalling that he made the promise after his swearing in May, the President said that Nigerians could judge him after September 30.
“After I was sworn-in, I said I will have my cabinet in September. I expect that Nigerians should ask me questions after the 30th of September if I do not do so,” he said.
Responding to questions on the declaration of his assets, President Buhari also stated he has had to declare his assets 4 times since 1975.

Out of 12 Governors, only 2 were found not guilty of corruption
IN seizing power from General Gowon(80),the then Military ruler, General Murtala Ramat Muhammed (1938-76) told the nation on July 30 1975 that: “this Government will not tolerate indiscipline. The Government will not condone abuse of office”. He kept his word.
He retired over ten thousand public servants including top military officers. He set up a committee that reviewed the performances of all public officers. At the end of the exercise, only two Ministers were found not guilty, Alhaji Shehu Shagari(90) and Shettima Alli Mongunnu(89).
At that time Nigeria had twelve states governors: Benue-Plateau, Chief Superintendent of Police Joseph Gomwalk, East Central-Ukpabi Asika, Kano-Deputy Police Commissioner Audu Bako, Kwara-Brigadier David Bamigboye, Lagos-Brigadier Mobolaji Johnson, Mid-West- Brigadier Samuel Ogbemudia, North Central- Brigadier Abba Kyari, North-East Brigadier Musa Usman (Air Force), North- West Police Superintendent Usman Faruk, Rivers- Lieutenant Alfred Diete-Spiff(Navy), South-East- Brigadier Uduokaha Jacob Esuene (Air Force) and West- Brigadier Christopher Oluwole Rotimi.
Only two of the Governors, Brigadiers Oluwole Rotimi and Mobolaji Johnson were cleared of corruption. Quite a number of public servants, Ministers and Governors had their assets seized. No one was prosecuted for corruption.
In taking over power from President Shehu Shagari, the then Major General Muhammadu Buhari told the nation on January 1, 1984 that: “the change became necessary in order to put an end to the serious economic predicament and the crisis of confidence now afflicting our nation”. He said: “the situation could have been saved if the legislators were alive to their constitutional responsibilities. Instead, the legislators were pre-occupied with determining their salary scales, fringe benefits and unnecessary foreign travels, et cetera, which took no account of the state of the economy and the welfare of the people they represented”.
To mark his one hundred days in office on April 7, 1984, the then Major General Muhammadu Buhari further told the nation that: “we took over from the defunct civilian Administration at the Federal and State levels a financial situation of vast indebtedness. In fact, the depth and seriousness of the financial predicament of the State Governments and, by implication, of the nation has become clearer and clearer, day by day. The Federal Government had to assist State Governments recently with a sum of over N 600 million as loan to enable them pay all arrears of wages and salaries before the end of April 1984”.
At that time he was 42 and still vibrant, resounding and resonant. As a military officer with regimental discipline he turned to decrees to administer the nation.
They are (1.) The Constitution and modification decree 1 of 1984, which he signed into law on February 9 1984 (2.) The state security detention of persons decree of 1984, which he signed into law on February 9 1984, (3.) the Federal Military Government Supremacy and Enforcement of Power of 1984 which is known as decree 13, which he signed into law on May 13, 1984,(4) the Exchange Control (anti-sabotage) decree 1984 otherwise known as decree 7 which he signed into law on April 5 1984, (5) the counterfeit currency special provision decree 1984 otherwise known as decree 22 which signed into law on May 17, 1984,(6) the Public officers Protection against false accusations decree 1984 which he signed on April 17 1984, (7)the robbery and fire arms special provision decree 1984 which set up special tribunal for the trial of armed robbery and special cases, (8) Political Parties (Dissolution and Prohibition) Decree, 1984: this Decree provides for the dissolution and Prohibition of political parties and other similar organisation and forfeiture, disposal and discharge of the assets and liabilities of the dissolved political parties and state Creation movements and (9) the Banking (Freezing of Accounts) Decree, 1984: which empowers the Head of the Federal Military Government, where he suspects or believes that any person has been involved in certain offences, including bribery and abuse of office, to issue or cause orders to be issued authorising an investigation into the accounts of such persons and restricting the operation of such accounts on such conditions as may be prescribed in the order.
He also set-up the recovery of public special Military tribunals amended decree 8 of 1984 which he signed into law on April 5 1984.
In setting up the decree 8, he created in addition, tribunals in five zones of the country. The Enugu zone made up of Anambra, Imo, Cross Rivers and Rivers states was headed by Air Commodore M. Muhammed. Other members include Lt. Col. V.L. Malu, Navy Captain T.U. Odibo, Wing- Commander R.B. Suara and Mr. Justice A. Idoko.
For the Jos zone which comprised Plateau, Bauchi, Gongola, Benue and Borno states. Brigadier Peter Ademokhai was named as the Chairman. Other members of the tribunal include Lt. Col. I.O. Adebunmi, Navy Captain Jubrin O. Ayinla, Wing- Commander S.O. Cole and Mr. Justice J.D. Ogundere.
For the Kaduna zone made up of Kaduna, Kano,Niger, Sokoto states and the Federal Capital Territory. Navy Captain M.A. Elegbede was named as the chairman. Other members were Lt-Col. I.D. Gumel, Lt.-Colonel M. Maina, Wing Commander J.P. Obakpolor and Mr. Justice P.K. Nwokedi.
For the Ibadan zone made up of Oyo, Ogun, Ondo, Bendel and Kwara states, Brigadier C.B. Ndiomu was named as the Chairman. Other members are Commodore I.J. Ogohi, Lt.-Colonel Yohanna Madaki, Wing-Commanders C.C. Ohadumere and Mr. Justice S.U. Minjibir.
As for the Lagos zone made up of Lagos state, Brigadier P.U. Omu was named chairman. Other members are Brigadier M.M. Nassarawa, Navy Captain J.N. Kanu, Lt.-Colonel Yinka Martins and Mr. Justice T.A. Oyeyipo.
Major General Buhari at that time was young, vibrant and patriotically adventurous. On August 7 1985, he was toppled at 6.00 a.m. via an announcement by the then Commander of the Armoured Corps of the Nigerian Army, Brigadier Joshua Dongoyaro.
On that day Major General Ibrahim Babangida took over as the head of state.
Major General Buhari was detained for three years thereafter.
He was first detained in a government house at Alagbaka in Akure, where he became my neighbour before he was eventually transferred to Benin City.
On November 24, 1993, General Babangida signed the forfeiture of assets (release of forfeited assets decree 24) and returned some of the forfeited properties to former governors under General Gowon including Faruk and his wife, Brigadiers Samuel Ogbemudia, David Bamigboye, Alfred Diete-spiff and Chief Edwin Clarke who served as Gowon’s Minister of information. The Decree rubbished the anti-corruption crusade of General Murtala Muhammed.
In taking over on May 29 1999 from General Abdusalam Abubakar, President Olusegun Obasanjo set up three panels to probe the administration of General Abdusalam. The three panels were headed by Dr. Christopher Kolade, Brigadier (rtd.) Oluwole Rotimi and Alhaji Igudu Inua. No one has so far been prosecuted. But it was understood that the Kolade’s panel recovered some money to the coffers of the Central Government.
Now President Muhammadu Buhari is back in power. Fully experienced and fully cautious. At seventy-two, having passed through many ordeals he is now more scrupulous and punctilious. In the last few weeks the country has been treated with stories of massive looting by the Goodluck Jonathan’s government.
It appears it is the misfortune of President Muhammadu Buhari to head a corrective regime instead of a regime of continuity. Things have to be so bad that he has to step in to remedy a worse situation. That is the cross he has to carry. To his credit, and in the words of President Barak Obama, “he is a man of integrity”- a befitting testimonial that is very rare among leaders of today’s world.
No more decrees to govern this time. No more Supreme Military Council to guide him. He has to rely on his conscience and his God. The constitution has bestowed on him the sole authority to shape our lives about 180million of us-all blacks. In the immediate he has to reconstruct his government and recover the loot from the officials of the previous government.
If he recovers the lot without prosecution, he is bound to lose a lot of goodwill. If he prosecutes few, he will be judged selective. Even if he prosecutes at all, he should be prepared to face the consequences for corruption has a way of fighting back. President Buhari has a big burden on his shoulder to carry.

Man in court for touting 10-year-old girl breast
Lagos – A 52-year-old man, Maxwell Ekwueme, was on Wednesday arraigned in a Yaba Chief Magistrates’ Court, Lagos, for allegedly touching the breast of a 10-year-old girl without her consent.
The accused, who resides at No, 17, Tola Oduntan St., Shomolu, Lagos, is standing trial on a count-charge of sexual abuse.
The prosecutor, Rita Momah, told the court that the accused committed the offence on Aug. 13, at about 2:00 p.m., at No. 17, Tola Oduntan St., Shomolu, Lagos.
She alleged that the accused, a co-tenant, saw the 10-year-old girl washing plates and suddenly covered her mouth with one hand, and indecently pressed her breast with the other hand.
The prosecutor explained that the accused was apprehended when the 10-year-old girl reported the incident to her parents.
The prosecutor said that the offence contravened Section 135 of the Criminal Laws of Lagos State, 2011.
Ekwueme, however, pleaded not guilty to the charge.
The Magistrate, Mrs. F.A Adeeyo, granted bail to the accused in the sum of N200,000, with two sureties in like sum, and adjourned the case till Oct. 26.

Increment of workers salary ‘ll reduce corruption – NLC

ABUJA – THE Nigeria Labour Congress, NLC has demanded for a review of the present minimum wage paid to workers in accordance with the economic realities.
The Comrade Ayuba Wabba-led faction of NLC yesterday in Abuja after its National Executive Committee, NEC, meeting also said that an increment of workers salary would help to reduce corruption in the polity.
He said that it was unacceptable for Nigerians including the labour force to live in abject poverty while few privileged people continue to steal the nation’s resources and starch it in foreign banks.
Comrade Wabba who assured that the labour movement would lead the protest to ensure that the federal government recovered the looted funds said that NLC would organise a symbolic national one day protest to ensure that such funds in the hands of individuals were recovered.
He explained that the NEC would demand from government and the tripartite partners for the review of the minimum wage.
He also noted that the pitiable state of the nation’s economy has become of great concern to the labour union as it has affected the working class and had led to many states not being able to pay salaries as at when due.
While appreciating the efforts of the Council of States for approving the bailout for states that had been unable to pay salaries to workers, he said that NLC was disturbed that despite the federal government gesture, the effect of the bailout was yet to be seen.
According to him, while in some states relative progress had been made, few states had remained chronic, adding that the Central Working Committee, CWC of the union was of the view that payment of salary should be a matter of national priority and that the NEC would not fold arms watching workers not to be paid as at when due.
For the states that had received the bailouts, Wabba called on the Federal Government to also put in place mechanism to monitor how the funds were utilised and also frowned at the development where some banks withheld the bailout fund as a result of the indebtedness of some the states to the banks.
NLC condemned the waiver granted to some establishments in the country which had denied the country money while workers were subjected to pay taxes, and said that nobody should be allowed to evade taxes in any form.
He urged the judiciary to hasten the trials of those indicted for looting the nation’s treasury and other allegation of treasury and also told the anti-corruption agency to always device a process to promptly responding to allegations of corruption

As old cultural practices gradually fades, contemporary lifestyle is rapidly taking over and this is the thrust of the topic, “Yesterday’s tribal mark, today’s Tatoo”.
The lifestyle today has exposed youths to Western culture which is sometimes at odds with Nigeria’s values and beliefs. This can be observed in our dress and food culture as well as societal interactions.
The erosion of African values are further complicated because the world is now a global village. Many sociologists have stressed that no one is shielded from this global influences.

Tribal Marks
In the past tribal marks was an integral part of Nigerian culture. It was common to see persons with distinct patterns or marks on their faces. These tribal marks are not mere art forms.
According to cultural enthusiasts, the marks usually made on the face and arms were used to identify an individual’s personality, family or tribe with questioning them.

The embrace of tattoo as a trend is common among the youths shouldn’t be surprising because tattoos are clearly portrayed in American movies and western pop culture music videos.
No matter the side of the divide you belong, making a fashion statement is pertinent. But, what kind of fashion statement are you making?

President Muhammadu Buhari has just appointed Dr. Emmanuel Ibe Kachikwu to take over from Dr. Joseph Dawha as the Group Managing Director, Nigerian National Petroleum Corporation (NNPC).
Notice of the appointment was contained in a statement issued by the President’s Special Adviser on Media and Publicity, Mr Femi Adesina. Here is a compilation of 10 facts you need to know about Dr. Kachikwu.
1. Kachikwu hails from Onicha-Ugbo, a town in Aniocha North Local Government Area, Delta State, Nigeria.They are Igbo-speaking people. The town lies on the Benin-Asaba Express way connecting the west to the East of Nigeria.
2. Kachikwu is a First Class Graduate of Law from the University of Nigeria, Nsukka and the Nigerian Law School.
3. He holds a Masters and Doctorate Degrees in Law from Harvard Law School.
4. Kachikwu started his working career with the Nigerian/American Merchant Bank Limited (NAMBL), under the Chairmanship of Alhaji Ibrahim Damcida.
5. Having worked with NAMBL for about seven months, Kachikwu proceeded to work with TEXACO Nigeria Limited where he served as the General Manager, Legal, Upstream and Downstream
6. From TEXACO Nigeria Limited, Kachikwu, moved to Exxon-Mobil (Africa), where he was appointed the Executive Vice Chairman and General Counsel of Exxon-Mobil (Africa), sometime in 2012.

Buhari appoint new NNPC boss
President Muhammadu Buhari has appointed Dr Ibe Kachikwu as Group Managing Director of the Nigerian National Petroleum Corporation (NNPC). Notice of the appointment is contained in a statement issued by the President’s Special Adviser on Media and Publicity, Mr Femi Adesina.

Boko Haram Will defeated by end of this year - Buhari

Cotonou – President Muhammadu Buhari has said that Boko Haram will be defeated hopeful by end of this year.
Buhari spoke in Cotonou on Saturday during a gala lunch held in honour by the President of Benin Republic, Boni Yayi.
He expressed optimism that the Multi-national Joint Task Force, MNJTF launched in Cameroon on Thursday would start yielding fruits soon.
This is as Yayi who described his country as the 37th State of Nigeria assured president Buhari that 800 troops would be contributed to the Joint Task Force by his country in the all-out-assault on insurgents.
While commending the gesture by Yayi, Buhari said “and I assure you that we will defeat Boko Haram by the end of this year”.
President Buhari who was on a one-day official visit to Cotonou as the special guest of honour at the 55th independence anniversary of Benin Republic was bestowed with the national honor of the Republic of Benin.
Nigeria’s president recalled that both countries have maintained peace over the years even when he was a military Head of State.
He said: “I am impressed by your concern and critical approaches by increasing your contributions to the multinational task force of the Lake Chad Commission. This is a great sacrifice on the part of the Benin Republic….
“Even in my first coming into office under a different arrangement, we have learnt to live in peace with our neighbours. Within the week I was sworn in, I went to Niger, Chad. I was supposed to go to Cameroon but I was summoned by the G7 leaders to brief them about the security situation in Nigeria concerning Boko Haram which declared allegiance to ISIS which gives it international dimension”.

Not satisfied, Henry proceeded to a nearby street where one of Sandra’s elder sisters resided and killed the woman and three of her children, before fleeing.
His anger was said to have been that Sandra, who was an optician with Madonna University, had called off their relationship, when she learnt that he was a kidnapper. Sandra’s twin sister, Katherine who sustained a bullet would during the attack had told vanguard in 2013 that the assailant was familiar with everyone in their family but nobody knew he was a kidnapper . She explained that her late sister used to visit Henry at his base in Delta State and in one of such visits, some heavily armed men stormed Henry’s apartment, manhandling Sandra in the process.
She added that the armed men reportedly told Sandra that her lover absconded with their share of a ransom paid to them for one of their kidnapping exploits, threatening to wipe out all his (Henry’s) family members if he did not pay them. Thereafter, Sandra informed her family members in Lagos of what had happened and they rushed to Delta State to bring her to Lagos for proper treatment. But while she was receiving the treatment, she called off the relationship and Henry; feeling betrayed, stormed their Lagos home and killed people while Katherine narrowly escaped death.
The police in Lagos went all out in search of Henry. Vanguard gathered that operatives of the Special Anti-Robbery Squad, SARS, who were then headed by Sp Abba Kyari, trailed him to Abia, Delta and Rivers State, where they rounded up some of his close friends, relatives and seven members of his gang who were behind the kidnap of a British national, Diction Lee, few minutes after the Briton arrived at the country. They kidnapped him on Airport Road, Ikeja. At that point, it was established that Henry had escaped from the country and was based in Ivory Coast.
But while the search for him went cold in Lagos, Henry, was said to have regrouped with his gang in Imo State and they coordinated several kidnappings in the South East and South South, where he kidnapped over 200 persons, killing most of his victims, including the wife of a royal father in Imo State and an official of the Imo State Environmental Transformation Commission which yielded him N50m ransom.
However, luck ran out on him, last weekend, when he attempted to kidnap the tribunal Judges, handling Election Petition in Imo State, at their lodge, in Disney Hotels, along Onitsha -Owerri Road. Operatives of the Department of State Security, DSS, acting On a tip-off swooped on him, but he managed to escape with bullet wounds which he had gone to treat in the house of his elder brother’s wife, in Ohafia, Abia State, where men of the secret police eventually apprehended him.

He was arrested along side an army deserter, Akeem Bello, from Kwara State, who abandoned his duty post at Maiduguiri where he was posted. Fear of the activities of the Boko Haram sect probably informed his action. A native doctor, Dan Elengi, who is said to be the proprietor of a popular hotel at Ohii in Owerri Local Government Area, of Imo State was also among those nabbed.
The 28-year-old man, who is an indigene of Nwangele Local Government Area of Imo State, confessed when he was paraded before the Imo State Governor Rochas Okorocha, that he operated from Abidjan, Cote d’ Ivoire and he killed his girl friend and members of her family because she stole his N45million, after he had opened a shop for her in Aba.
Meanwhile, relatives of his victims have been thrown into celebration following news of his arrest. They called on the Imo State Government to ensure that Henry who is also known as Vampire is prosecuted judiciously. Ekene Ozor, the husband of one of Sandra’s sisters who was killed on the day of the attack wants Henry to pay for his crimes. “That man is evil. It is by grace of God that I am still alive because it made me hypertensive since then.”

ABUJA — The new Coordinator of the Presidential Amnesty Programme, Brig-Gen Paul Boroh (rtd), yesterday, assumed duty with a promise to strengthen the programme and make it more efficient and beneficial to the people.
Meanwhile, Chief Government Ekpemupolo, alias Tompolo, frontline ex-Movement for the Emancipation of Niger Delta, MEND leaders, the Ijaw Youth Council, IYC, Niger Delta ex-militants and other stakeholders in the Niger Delta, yesterday, hailed President Muhammudu Buhari over the appointment of Brigadier Gen Paul Boroh (rtd) as the Coordinator of the Presidential Amnesty Programme.
Niger Delta ex-militants, who congratulated the newly appointed chairman of the Niger Delta Amnesty programme, said that Buhari had made a wise and deserved choice from the Niger Delta.
Boroh, who arrived the PAP office in Maitama, early in the day, said that he will move quickly to sort out the issue of Amnesty beneficiaries, who are currently out of school abroad as a result of the non-payment of their fees.

He said he will do all within his power to consolidate on the gains of the programme and aid the efforts by Buhari to consolidate peace, safety and security in the Niger Delta.
He said: “Mr President is keen on the smooth and efficient running of the Amnesty Programme. He also wants things done properly. I am going to quickly look into the issue of beneficiaries, who are currently out of schools or training centres as a result of default in payment of fees and allowances. We are going to sort out these issues very fast and stabilize the Programme.”
Similarly, ex-militants and other stakeholders in the Niger Delta have described Boroh’s appointment as apt and responsive, noting it will help solve the concern raised by the people of the Niger Delta over the hitches in the amnesty programme and payment of outstanding allowances and scholarship of the beneficiaries studying at home and abroad.
For Tompolo, “This action shows that the President is a listening leader, and also demonstrates his desire to contribute to the development of the Niger Delta.
“It could be recalled that I called a meeting of ex-agitators’ leaders and other stakeholders in the Niger Delta last week, as a result of the pressure on me to intervene in the seemingly troubled Amnesty Programme due to the non payment of the stipend and allowances to beneficiaries for months now.
“And so, it gives me joy for the President to appoint a high ranking retired military gentleman to coordinate the programme rather than any of the political jobbers, who had advertised themselves in very negative forms in order to be appointed.
“ I want to use this medium to admonish Gen. Boroh to carry out his duty effectively and always consult stakeholders so as to succeed in this assignment,” he added.
While the Ex-MEND leaders, under the aegis of the Leadership, Peace and Cultural Development Initiative, LPCDI , led by Pastor Reuben Wilson, stated that though the delayed appointment had heightened tension among beneficiaries of the programme, “The choice of Boroh is welcomed and commendable.”
The IYC in a statement through its spokesman, Eric Omare described the appointment of General Boroh as well-deserved, adding that the appointee is a true Ijaw son.
Pastor Rueben said: “We welcome the news of the appointment with happiness and expect the hitches experienced with the sacking of Amnesty beneficiaries in higher institutions of learning in Nigeria and abroad to be addressed urgently. It is more gratifying to know that the new appointee is from the region and from Bayelsa State.
“The happiness expressed over the appointment is coming due to the show of listening ears by President Buhari to our appeal expressed by the ex-militant leaders on the heels of avalanche of complaints received by the indigent parents of the Amnesty beneficiaries home and abroad that their children and wards are currently experiencing hardship due to lack of funds.”
“Mr President has shown that his administration did not lose sight on the germane issue that brought about the PAP and has shown that he will save it from total collapse. Mr. President, we use this medium to remind you and the good people of Nigeria of promises to the people of Niger Delta about more positive changes.”

ENUGU—Enugu cleric, Catholic Priest and founder of Enugu Adoration Ministry, Rev. Fr. Ejike Mbaka, yesterday, celebrated his 20th priesthood anniversary, describing it as victory over enemies of truth and blackmailers. This came just as President Muhammadu Buhari hailed the patriotic spirit of Rev. Father Ejike Mbaka saying that ”Father Mbaka is a great priest who was not afraid to speak truth to power, even at the cost of his own life or being hated by leaders in power.”
It should be re-called that Mbaka’s message of change, which he delivered before the March 28 presidential election, attracted criticisms, especially from the supporters of the Peoples Democratic Party, PDP.
Speaking at the Christ the King Parish, Enugu, during his 20th anniversary mass, attended by thousands of worshippers, including the wife of the Enugu State Governor, Mrs. Monica Ugwuanyi, the cleric said despite all the attacks against him, God continued to protect him because he remained on the side of the truth.
He declared: “I am not tired after 20 years, 20 years of good health; 20 years of miracles from God; 20 years of hard apostolic work; 20 years in the hand of God.
“There was a time they blackmailed me; they were saying such things like ‘Mbaka why? Mbaka this, Mbaka that’, but I have remained in the hand of God.”

He, however, said he had forgiven his attackers, praying God to “forgive all those who have fought us on the course of this ministry and bless those who have stood behind us.”
In a special message, entitled, ’20-point agenda,’ Fr. Mbaka said he was praying for President Buhari “that God will protect him so that enemies will not destroy him. I also pray for Enugu State Governor, Ifeanyi Ugwuanyi so that God will not allow occultic men to steal his vision.”
In a brief chat with journalists, the spokesman of the ministry, Maximus Ugwuoke said blackmail and unnecessary criticisms had rather strengthened the cleric.
According to him: “Those who are saying he should stay out of politics are misguided. It is part of the role of priests. So, they are merely trying to cow him down but I can tell you that Fr. Mbaka is not somebody to be intimidated; the more they do this, the more he is strengthened.
“In these past years, you can see how God had vindicated him; you can see his prophetic message before the general elections; at a time, he was repeating that prophecy even in the face of threat to his life. So, today, we are celebrating victory against enemies of truth.”
President Buhari in a statement by a Senior aide on Media and publicity, Malam Garba Shehu, President Buhari said “Father Mbaka is a great priest who was not afraid to speak truth to power, even at the cost of his own life or being hated by leaders in power.”
According to the statement, “Mbaka was a remarkable example that religious leaders are the conscience and moral compass of the society.”
The statement further stated that the priest “rose to the occasion to add his voice in support of good governance and identify with ordinary Nigerians in the face of despair and uncertain future.”
It also explained that adding “one’s voice to make one’s country better has nothing to do with politics”, and that as the “conscience of the nation”, religious leaders cannot afford to be aloof or indifferent to the miseries of the people.”
According to the statement, President said “though honest opinions attract hostility from leaders detached from reality”, history would be kind to Father Mbaka for courageously speaking truth to power, even at great risks.

Ile-Ife—Despite the widespread report, the Royal Traditional Council, RTC, of Ife has refuted the news making the rounds that Oba Okunade Sijuwade, Ooni of Ife, was dead.

Joseph Ijaodola, an Oba and the Lowa of Ife, who briefed newsmen at the Ooni palace at Enuwa, in Ile-Ife early yesterday, said the monarch was hale and hearty.
RTC, which is a combination of traditional chiefs and title holders’ said the report that the monarch died in a hospital in the United Kingdom was untrue.
Ijaodola said: “I hereby dispel the rumour that our Baba, the Olubuse is dead. As I speak with you, the chiefs have not heard anything like that. This is not the first time such rumour will be carried about our father.
‘’ They did it in 1982, also in 2004 and now, these people are coming up with another rumour. Ooni remains in sound state of health.”
Vanguard saw residents of the ancient town trooping to the palace yesterday to ascertain if the news about the death of the monarch was true.
The media had reported that Sijuwade died in a hospital in London, Britain, and the news of his death was confirmed by various sources close to the palace but the denial of the news came as a surprise to many.
Also speaking, secretary Royal Traditional Council of Ife, the Ladin of Ife, High Chief Adetoye Odewole, said Ooni is hale and hearty and even spoke to the chiefs on phone few hours earlier.
He added that “Those behind the death story are enemies of Ife and as I speak with you, chiefs have not heard anything like that. This is not the first time such rumour will be carried about our father.
“They did it in 1984, also in 2004 and now, these people are coming up with another rumour. Oba Sijuade remains in sound state of health”.
Also commenting, chairman, Ife Development Board, Prof. Muib Opeloye, said Ife as a town with rich tradition has its way of managing its affairs.
Opeloye maintained the monarch was preparing for his son’s wedding, urging people not to panic and go about their normal daily activities.
Meantime, the entrance of Ooni palace was shut to visitors, as only newsmen, chiefs and relations of Oba Sijuade were allowed into the premises.
Many indigenes and residents of Ife had converged at entrance of the palace but were prevented from going inside by guards.

ABUJA – SENATE President,Bukola Saraki, yesterday, vowed that the 8th Senate under his watch, must do everything within the ambit of the law to re-invigorate the dwindling nation’s economy and make it compete with that of developed nations.
Saraki stated this when he received a delegation from the United Kingdom Emerging Capital Market Taskforce, led by Mr. Roger Gifford, in Abuja.
He said the present administration led by President Muhammadu Buhari was working towards attracting investors whose entry will revamp the nation’s stock market and ailing industries that dot the landscape.
He pointed out that apart from the country’s historical relationship with the United Kingdom (UK), Nigeria expects robust economic ties with her former colonial master as well as investments that will assist in the area of industrialization, employment generation and technological development.
While reiterating the commitment of the Eighth Senate towards facilitating the development of the nation’s economy, Saraki said: “The Senate is acutely aware that as attractive as Nigeria’s market is for investment, the challenge is in creating a friendly business environment that is conducive and competitive in today’s global context.
“We are already taking the bull by the horns and we are at advanced stage of putting together an engagement structure with the business community to fashion out a holistic plan of action that will bring about a comprehensive review of the regulatory instruments and legal structures that inhibit investments and depress capital formation across our business structure,” Saraki stated.
The Senate President assured that the Senate will at all times support and push for policies that will create deep, transparent and open capital market with numerous company listings.
He said: “Nigerians want to see legislative instruments that will help to open and stimulate private sector investment in infrastructural development. This w will serve as a primary source of funding for national development and also lead to job creation for our teeming populace in line with the Federal Government’s agenda for youth employment.”
He commended the UK Foreign and Commonwealth Office for the initiative of sending a task force on emerging capital market to Nigeria. He also enjoined the Taskforce to identify Nigeria as a priority market adding that the Senate will continue to fashion out legislative instruments towards achieving set objectives.
In his remarks, leader of the delegation, Roger Gifford, called for continued collaboration between Nigeria and the UK government. He said Nigeria has been identified as an emerging economy in Africa.
Gifford said the long bilateral ties among the two nations paved the way for the establishment of institutions in capital market.
He stated that the Taskforce will work to create an enabling environment by bringing investors into the country.
“I can only task Nigeria to continue to work together with the United Kingdom in order to make good use of the new partnership.” Gifford said.
America And Our War On Terror
WHEN President Muhammadu Buhari set out with his 32-man official delegation to the United States of America for an official visit to President Barack Obama, top on his shopping list was the quest to procure weapons and sundry support from the world’s sole superpower to flush out the Boko Haram jihadists from our embattled North East.
Other equally important items included soliciting support to fight corruption, repatriate our stolen moneys and secure the endorsement of the American business community to patronise our economy.
After four days of stay in Washington DC, the presidential team returned to the country with mixed results. Although President Obama expressed strong support for our war on corruption and more Americans showed interest in our economy, the crucial matter of procuring weapons was not successful (at least for now) due to what the American government described as “violation of human rights” by our troops in the war against Boko Haram.
The American government pointed to the Leahy Law of 1999, which forbids the US selling American arms to armies of foreign countries engaged in human rights violations, as their reason for refusing to sell crucial arms to Nigeria to defeat Boko Haram. The first time they refused to sell arms to us was when former President Goodluck Jonathan made a similar overture.
It is surprising that, in spite of President Buhari’s undertaking to investigate the allegations and his current high rating in Western circles, America still depended on unsubstantiated claims to, once again, deny us access to its arms.
It will also be recalled that when the Ebola scourge was rocking this country and we asked for the experimental drug, Z-Mapp, America bluntly refused. Happily, Nigeria single-handedly defeated Ebola, and America, in a twist of irony, offered to send expert to Nigeria to understudy how we did it.
Given the fact that America, once our biggest oil buyer, no longer buys our oil, it is time we thought deeply about our relations and reassessed the level of our dependence on foreign friends.
Our defeat of Ebola is an indication that there is no problem we cannot solve if we stick together as a nation. We must remain resolute in our opposition to the gay rights nonsense because it is against our laws and abhorrent to our culture.
Our salvation lies in our self-reliance, but first, the President must unite Nigerians under a uniform purpose.

ABUJA – National Chairman of the All Progressives Congress, APC, Chief John Oyegun has debunked insinuations in some quarters that the party or any of its members were responsible for the current travails of the wife of the Senate President, Toyin Saraki in the hands of the Economic and Financial Crimes Commission, EFCC.
It will be recalled that the anti-grant agency recent arrested Mrs. Saraki of on issues of money laundering.
But the issue sparked off controversy with some feelings that some big personalities in the ruling party masterminded her ordeals to get at the husband who emerged as senate president against the wish and directive of the party.
But speaking with Journalists in Abuja on Wednesday, Oyegun exonerated the party, saying that EFCC was only doing what it felt was necessary to do.
He said: “I want to assure you without doubts that the APC absolutely has nothing to do with the matter. She’s not on trial by the way. It is an investigation that has to do with the Senate President’s wife.
“You saw all the speculations in the media. As a matter of fact, this could have been triggered by the opposition party itself. The PDP has its branch in Kwara.
“They have to be nudged to make a denounce that they were not the originators of the petition or whatever triggered this investigation.
“We are completely, totally, absolutely, innocent of it. What we have not done like in the PDP days is to rush and interfere with the processes of the EFCC which our president has made quite clearly. Everybody should be ready to carry out their legitimate functions without interference. The EFCC is doing what it thinks it has to do.”
Speaking on the crisis that rocked the National Assembly and in particular, the House of Representatives, Oyegun expressed happiness that the issue had been amicably resolved.
He remarked the intervention of President Mohammadu Buhari in the matter, saying that his “presidential prestige” was brought to bear in the imbroglio, also emphasized the supremacy of the party.
Oyegun also commended what he called the patriotism of Speaker, Yakubu Dogara for toeing the party’s line eventually.
“The misunderstanding in the House of Representatives has been very very amicably resolved thanks to The intervention of Mr. President who again made it quite clear with everybody, that there is no alternative but to listen to what the party says.
“I want to emphasise the fact that all of us were what we were, what we are thanks to the platform that the party provided for everybody.
“I think his message resonated very intensive with all the members of the House. He still did not interfere. I want to make that very very clear and his parting words to us was that the presiding leadership of the House and the party should go and resolve whatever issues there are that was militating against the resolution of the problem and that is what exactly happened.
“When we were leaving there I promised, the press was very anxious to hear that A, B and C have been appointed to whatever positions but that is not what happened. I promised that within a few hours, 4 hours as I said definitely by the next morning, the nation will be glad knowing that this issue would have been resolved and put behind us.
“We left there into consultations and discussions with the presiding officers of the House of Representatives.
“Let me take this opportunity to pay tribute to their maturity to their sense of responsibility, tribute to their loyalty of the party and above all tribute to their sense of general good meaning their patriotism displayed by the Speaker and his Deputy. It did not take long, necessary concessions that had to be made were made.
The chairman who expressed regrets over the exclusion of the south east in the sharing of offices pleaded with the zone to be patient, saying haring of portfolios were not over yet.

Lagos—A member of the House of Representatives and former Oyo State Commissioner for Information and Orientation, Mr. Bosun Oladele, yesterday, in Lagos took a swipe at Governor Ayodele Fayose of Ekiti State over what he described as his persistent unfortunate comments against President Muhammadu Buhari’s anti-corruption programme, dismissing the governor as a rabble rouser.

Buhari appointment has shown his hatred for Igbo-Ohaneze

Awka – THE pan Igbo socio-cultural organization, Ohaneze Ndigbo, said yesterday that it was not surprised at the way the appointments of President Muhammadu Buhari were going, insisting that it had shown the president’s deep rooted hatred for the Igbo nation.
Anambra State president of Ohaneze, Dr. Chris Eluemuno, in an interview at the state –owned Anambra Broadcasting Service Television in Awka, said the situation would still have been the same even if the entire Igbo voted for him.

He said: “I said it during the campaigns that General Buhari does not like Igbo people and it is happening now with all the appointments he has so far made since he came into office on May 29, 2015
“He appointed five service chiefs and there is no Igbo man, even though Igbo have qualified people to occupy the positions.
“His party has completed the selection of principal officers in the national assembly and despite the fact that the speaker, Mr. Yakubu Dogara made case to apply the federal character in allocating the offices, the president jettisoned it through his intervention and left Igbo APC lawmakers out.
“He also exhibited his vindictiveness during his recent visit to the United States of America, USA, when he travelled with only governors from his party, leaving out governors from the opposition parties.
“He was also quoted as saying that he would favour those who voted for him and our position is that there is no way the president should expect all Nigerians to vote for him in the last presidential election.That statement contradicted Buhari’s earlier stand that he belonged to everybody and belonged to nobody.”
Eluemuno, who is also the chairman of chairmen of Ohaneze in the seven Igbo speaking states, argued that Buhari had no reason to discriminate against the Igbo because Igbonation played prominent roles in the development of Nigeria and should therefore not be discriminated against in the scheme of things.
According to him, apart from the Secretary to the Government of Federation, SGF, the remaining appointments are ministers and board members, which constitutionally must go to all the 36 states of the federation, adding that appointing an Igbo minister would not therefore be a favour to them.
On the president’s threat to probe only the Jonathan administration, Eluemuno said it would amount to witch hunt if he limited it to the immediate past administration, advising that the probe should start from the PDP civilian administration that began 16 years ago with Chief Olusegun Obasanjo, who governed for eight years.
He also advised the President not to jettison the report of the Constitutional Conference convoked by former President Goodluck Jonathan, arguing that the Constitutional Conference report was key to fighting corruption in Nigeria as it contained recommendations that could help him succeed in his fight against corruption in the country.
Eluemunor said the president might also be expecting too much if he thought that he would find angels to make ministers, stressing that as long as those he described as the corrupt civil servants were there, the ministers, no matter their background and integrity would still be corrupt.
“He should know that those who corrupt the ministers are the top civil servants. They are the ones that show the ministers the way once they are sworn in. If he wants to fight corruption in the service, he should start by cleaning up the civil service,” he added.
He called on the Igbos to brace up to the challenge posed to them by the APC- led federal government.

EFCC drills Yakmut for 6hrs

Director General of the National Sports Commission (NSC), Mallam Alhassan Yakmut has described his recent invitation by the anti- graft agency, the Economic and Financial Crimes Commission (ECCC) last week as a result of a petition written by some people who were not happy with his appointment.
Yakmut told Sports Vanguard in Abuja that the EFCC drilled him for about six hours over a petition which claimed among other things that he was not qualified to be promoted to the office after d exit of d former DG, Hon. Gbenga Elegbeleye.
Yakmut He also revealed that the petitioner whom he refused to name told the agency that he was elevated to his current position by those who wanted to use him to divert public funds.
“Yes I was invited to the EFCC and I was there for six hours because they were very professional, they were thorough, very efficient. They wanted to substantiate the credibility of the petition before them.
“The petitioner started with a serious allegation that I was a creation of manipulation to siphon funds by d immediate past minister but the petitioner didn’t mention that I have a Masters degree, the petitioner said I was desperate to become director general. I don’t know how some1 who has spent 25 yr at the Sports Commission with a Masters degree and a core professional who has also passed the Permanent Secretary as far back as last year should be described as someone who is desperate.
“I wasn’t excited about the request and I refused to be agitated, I presented all the facts. There was a phantom claim that I have executed street lights with d All Africa Games funds to d tune of N109 million naira. All that we did as we have announced is 43 street lights to secure the athletes hostel and entrance into the stadium for the sum of N21 million naira & it was approved by the management and the minutes was signed by nine directors, only one director that did not sign & has made maximally the requirements of due process.
“We also sought the approval of the DG budget on the N750 million which was clearly stated that the amount was strictly for the preparation for the All Africa Games and the Olympics as well as participation for sporting activities. And when we gave them the expenditure that the sum of N685m out of that money has been expended so far and all athletes are in camp, yet the petitioner claimed our participation was in jeopardy. In fact the EFCC was wondering whether they were investigating an expenditure that was done after the event or before the event.”
Yakmut who said he will not be hampered by such antics added that many people who are not core professionals still think they can continue in the old way of putting square pegs in round holes.

Some state lost govt's lost bailout money to Bank loans +Yari
Gov. Abdulazeez Yari of Zamfara has said that some indebted state governments lost their bailout money to servicing outstanding loans they had obtained from banks.
It will be recalled recalls that the money was sourced from the revenue paid to the Federation Account by the Nigerian Liquefied Natural Gas (NLNG).
Yari, who was fielding questions from State House correspondents in Abuja, expressed concern that many state governments were still facing financial challenges, in spite the disbursement of the NLNG money.
“What I’m saying is that no money is released yet apart from the NLNG money. But I think the NLNG money that was given, some states, their own was taken by the banks because it is due for them to repay some certain loans.
“So, therefore, automatically, that has to go there.’’
“But for sure, some other governors reported that money went to their accounts, it was taken by some banks because of their outstanding loans.’’
He, however, stated that the Central Bank of Nigeria (CBN) was negotiating with the banks on how state governments could freely access the next batch of the bailout funds, to enable them to settle outstanding salaries of their respective workers.
On the West African Examination Council (WAEC) debts owed by some states, Yari, who is also the Chairman of the Governors’ Forum, said the issue was being addressed by the affected states.
“Some state governments need to verify between the WAEC and their Ministries of Education and other departments of education. So, that’s why some states cannot pay the registration fees,’’

Time To Rethink Subsidy
PRESIDENT Muhammadu Buhari has hinted that his government may not remove the petroleum subsidy, saying that the reasons so far canvassed for its removal did not sound plausible.
He added that it will have adverse effect on the poor and jobless Nigerians. Speaking after receiving a briefing from the Ministry of Petroleum Resources, the Nigerian National Petroleum Corporation (NNPC) and other agencies in the oil sector, President Buhari said he would review all the submissions he had received before making a final decision.
While the President needs to carry every segment of the society along, he must reflect deeply on the cost and benefit of retaining subsidy. It is a known fact that petrol price increase has far-reaching effects on food items, transport fares and other areas that affect the ordinary Nigerian.
In the last few years, the administration of fuel subsidy has not impacted positively on the economy and the masses it was meant to help. Subsidy removal has cost the nation hugely both in material and human resources. Many have died in subsidy removal protests and several man hours lost in strikes. Every government, civilian or military, has made attempt at removing subsidy but dropped the idea due to social backlashes.
In the twilight of the last administration, several billions of dollars were uncovered as subsidy fraud. In fact, a $6.8 billion fuel subsidy fraud scandal heaped pressure on former President Goodluck Jonathan to prosecute those involved. A string of investigations, audit panels and committees were set-up to investigate the issues. The subsidy regime between 2009 and 2014 was fraught with endemic corruption and entrenched inefficiency.
We share in the President’s concern for the citizenry but subsidy can no longer be sustained. The oil prices are down; government ability to generate revenue through taxation is limited. We believe that subsidy can better be administered through the production process. The government should consider attracting investors to set up refineries in the country by granting them subsidy to produce and sell to the consumers at reasonable prices.
Instead of entering into swap agreement with oil traders, government could offer crude at lower than international market price for refining here in Nigeria. This will ensure enhanced local refining capacity, regular fuel supply and creation of employment for Nigerians. It will equally encourage other ancillary firms that make use of crude oil by- products to come on stream. This certainly will grow the economy.
The time has come for us to take the bull by the proverbial horn and permanently resolve the contradiction of being the sixth largest export of oil in the world and yet unable to refine and manage local production for the benefit of our people
OYO Workers to be paid this week-NLC

Ibadan—After months of agony due to unpaid salaries, thousands of workers in Oyo State, will heave a sigh of relief this week, as the state government has agreed with the state chapter of the Nigeria Labour Congress to settle them.
This was disclosed by the State Chairman of NLC, Mr. Waheed Olojede in Ibadan, yesterday.
Some workers in the state are yet to be paid their March salary, while others are being owed salaries of May and June.
The state NLC boss added that payment would exclude the Local Government staff who had already collected their March and April salaries.
Olojede said, “With the sustained consultation of labour union with the Oyo State Government over the weekend, it is now clear that payment of the balance of March salary to workers in the mainstream of public service on grade level 13 and above, pensions and subventions to the judiciary and state higher institutions will commence with immediate effect.”
Walcott close to signing new deal for Arsenal!
Arsene Wenger has revealed Arsenal winger Theo Walcott is on the verge of signing a new contract with the FA Cup winners.
Walcott’s current deal expires at the end of the forthcoming season and talks over an extension had dragged on without a successful conclusion for several months.

“He has his own way. He is not what you call the aggressive striker, he is the mobile striker, he lives on the quality of his movement.
“He turns up in the right space in the area, he anticipates well, and with his speed that makes him very dangerous.

Buhari urges Odusile, journalists to support him rebuild Nigeria
President Muhammadu Buhari on sunday congratulated Mr Abdulwaheed Odusile of the Nation Newspapers on his election as the new President of the Nigerian Union of Journalists (NUJ).
This is contained in a statement issued in Abuja by the President’s Special Adviser on Media and Publicity, Mr Femi Adesina.
According to Buhari, with Odusile’s worthy credentials, long experience and antecedents as a highly respected and reputable professional, the NUJ boss can be expected to discharge his new responsibility of leading the union to greater heights of accomplishment with distinction.

For now, No Governor has got one Naira under bailout arrangement
Governor Adams Oshiomhole of Edo State says contrary to insinuations in many quarters, no state has got a kobo from the Federal Government as bailout fund.
He spoke Saturday at a reception for the Inspector-General of Police, Mr. Solomon Arase in Sabongida Ora, Owan West Local Government Area of the state.
According to the Governor, the cheering news, however, is that President Muhammadu Buhari is committed to seeing an end to the situation where up to fifteen states owe workers’ salaries.
He said: “there is some conversation going on between the Federal Government and the Governors and the president has been extremely positive in recognizing that he does not want to preside over a country whose workers are not paid.
“At the end of the day, it is not acceptable where fourteen to fifteen states cannot pay salaries. The good news is that the president is standing by us and there is always a time lag between when you conceptualize and when you implement.
“For now, no government has got one naira under the bailout arrangement.”
On the Inspector-General of Police who was holding a thanksgiving on his elevation, the Governor said: “the celebrant is not just a man of history, there are many people who could become the I-G, by political connection, but I think he has a very unique ability.
“I also believe that your present elevation is a demonstration of the way you have sought to manage your office , deal with the challenges of the police force without being partisan, This is a difficult position to maintain. As an Edo man, you represent the finest tradition with courage, determination and intellect to your job no matter whose ox is gored”, he said.
Oshiomhole continued “I think at this time, the I-G would need all the prayers, support and encouragement particularly of Edo people. Let it not be said that the task of policing was made more difficult by the people of the state. And he is serving under a president who will not tolerate indiscipline. He is an I-G to drive changes in the psyche and governance of our great nation,
“It is a thing of pride to our people that coming from a minority, he has risen to become the I-G of the police. But we also recognize that he is coming to office at a very challenging time. This is the time we need such people with security of mind and competence to drive the changes which president Buhari has promised the people by ensuring that the police play their part of providing security to the people.”
On his part the president of Ora Ekpen Development Association, Prof. S Ahonkhai said the I-G is forthright, dependable and a man of integrity.

In an address of welcome, Chairman of the occasion, Prof. Ehimika Ifidon said in celebrating the I-G, the Ora people of Edo State are also celebrating other sons and daughters who have made tremendous achievements in various areas.
Responding, the Inspector General of Police, Mr Solomon Arase said he felt elated to receive the honour being bestowed on him with joy.
He said “I remain extremely grateful for this honour and for the personal sacrifices that you have made to make this occasion a huge success. May the Almighty God return the honour you have bestowed on me and perfect your ways, grant you protection and success in all your endeavour.
“Sabongidda Ora has made my life. It reminds me of the time-tested saying that, ‘to whom much is given, much is expected’. I shall promise three things in return. First in my line of duty, I will continue to project those values that would edify this community. And I will not engage in anything that would bring our communal values to disrepute
